This function creates a customer account.

For the purposes of the Cloud Fax and Notifications API, there are two kinds of customer accounts - "regular" or "XDDS" accounts, and "Retail Fax2Mail" accounts. A "regular" account may have access to the usual messaging services of faxREACH, messageREACH and voiceREACH. A "retail" account may have access to the fax-to-mail and mail-to-fax services.

The Cloud Fax and Notifications API no longer accepts credit card information, so it is no longer possible to create a "retail" account.

Various request elements may be required, disallowed, or ignored depending on the type of account being created.
