This function is used to create a new user account. As for the Customer functions, there are some distinctions between a Fax2Mail and a "regular" user. The type of user account being created is determined by the presence or absence of the Fax2MailData element. (For the purposes of the EMAPI, a user is a "Fax2Mail" user even if they only have Mail2Fax service.)
